District of Columbia D.C. Code Ann. § 16-311. Records of an adoption shall be sealed and may not be inspected except upon court order.
New Jersey N.J. Stat. Ann. §§ 9:3-51, 9:3- 52. All records pertaining to adoption shall be sealed and may not be disclosed except upon court order for good cause. There is a mutual consent registry for release of identifying information for New Jersey state agency only.
North Carolina N.C. Gen. State. §§ 48-25 and - 26. All records pertaining to adoption shall be sealed and may not be disclosed, except upon court order for good cause. There is no mutual consent registry for release of identifying information.
Virginia Va. Code Ann. § 63.1-236. All records shall be sealed and shall not be open to inspection or be copied by anyone other than the adopted child, if 18 years or older, the child-placing agency and the adoptive parents. Only non-identifying information is available except (I) upon application of the adoptee, if 18 years or more and (ii) upon court order, if good cause is shown. The court is to consider the effects of disclosure upon the adoptee, adopters, and biological parents.
