FACULTY MEMBER BACKGROUND

Ruth-Arlene W. Howe

A tenured member of the Boston College Law School faculty since 1981, Ms. Howe has committed much of her career to further the "best interests" of children, especially Black youth, so that they may grow up to be mature, productive adults. She has co-authored an analysis of state statues entitled Child Neglect Laws in America, drafted the "Model Act to Free Children for Permanent Placement" for the Department of Health, Education, and Welfare, and was the chair of the ABA Family Law Section Adoption Committee for three years. Since 1990 she has been a member of the Study Group on Intercountry Adoption.
